REGULATION OF RETAIL MARKETERS

Mr. Ryall has developed codes of conduct for gas and electricity marketers in jurisdictions with retail choice and has assisted commissions with the ongoing licensing of marketers.

 

Mr. Ryall was involved in the development of the code of conduct for natural gas marketers in Manitoba in 2008 and 2015. Mr. Ryall advised the Manitoba Public Utilities Board throughout a public review of the competitive landscape of retail gas marketing in 2007. This proceeding preceded the Manitoba Public Utilities Board authorizing Centra Gas, the local distribution company, to offer fixed-rate and fixed-term retail gas contracts in competition with retail gas marketers.

 

In 2015 and 2016, Mr. Ryall advised the Nova Scotia Utility and Review Board in the development of the Renewable to Retail electricity market. The Renewable to Retail market allows end-use electricity customers to purchase low-impact renewable electricity from retail suppliers licensed by the Utility and Review Board, with Nova Scotia Power providing service as the electricity distributor. Mr. Ryall developed the Board Electricity Retailers Regulations which were ultimately approved by the Utility and Review Board.
