PIPELINE TECHNICAL OVERSIGHT
Ryall Engineering advises the Manitoba Public Utilities Board and helps it fulfill its responsibilities under the Gas Pipe Line Act and Public Utilities Board Act with respect to the natural gas and propane distribution systems in Manitoba.
Mr. Ryall is the Certifying Authority for gas and gas liquids pipelines in Nova Scotia, ensuring pipeline operators comply with the terms and conditions of their licences, statutory requirements, and the CSA standard Z662 for Oil and Gas Pipeline Systems.
Pipeline technical oversight activities include reviewing pipeline operators' design, construction, operations, and maintenance activities, which in turn include safety and loss management programs, risk assessments, and integrity management programs. Specific activities include:
• monitoring of construction inspection standards and inspection oversight
• assessments of inline inspection results
• monitoring and assessment of cathodic protection programs
• assessment of leak detection programs
• witnessing of direct assessments (excavations)
• damage prevention activities
• reviews of responses to regulatory directives and advisories
